Change a scoring rule lifecycle status

Move a rule between DRAFT / SHADOW / ACTIVE / ARCHIVED without resending its definition. Entering SHADOW (re)starts the warm-up clock, SHADOW -> ACTIVE keeps it, and DRAFT / ARCHIVED clear it. Invalidates the rules cache so every pod sees the change immediately.

Target lifecycle state. Entering SHADOW from any other state (re)starts the warm-up clock; SHADOW -> ACTIVE keeps it as the record of when warm-up began; moving to DRAFT or ARCHIVED clears it, because the counters stop accumulating and any previous warm-up is void.
